Born in Skradin or Butmir near Sarajevo to a Bosnian family. Rose through imperial administration to become Grand Vizier (1544–1553, 1555–1561). He modernized state revenues, built vast silk trading networks, and commissioned the famous Rüstem Pasha Mosque in Eminönü, celebrated for having the finest Iznik floral ceramic tiles in the world.

Origin and lineage
His origin is disputed between Croatian, Bosnian and Serbian accounts; born around 1505 (Skradin, Sarajevo or Makarska are all claimed) and died 10 July 1561. He described his mother tongue as Croatian. Brother of the grand admiral Sinan Pasha.
