Brčko District of Bosnia and Herzegovina
A self-governing administrative unit under state sovereignty, formally a condominium of both entities. The Final Award of the Brčko Arbitral Tribunal was issued on 5 March 1999 and the District was inaugurated on 8 March 2000; international supervision began with the First Award of 14 February 1997.

Powers
- •Exclusive jurisdiction over local taxation, police, education, utilities, healthcare, and economic development inside the district territory.
- •Maintains its own legislative codes independent of both the Federation of BiH and Republika Srpska.
How members are chosen
The District Assembly is elected directly by open-list proportional representation for four-year terms; the Mayor is elected by the Assembly, not by voters.
Veto and blocking mechanics
On listed subjects (religion, culture, education, language, the budget, spatial planning, holidays and monuments) a decision needs an affirmative vote of at least one-third of the councillors from each constituent people present and voting. There is no ethnic quota for seats.
