Presidency of Bosnia and Herzegovina

The collective three-member Head of State. It represents the sovereignty and territorial integrity of the country.

Composition

  • •One Bosniak Member (representing the Federation of BiH)
  • •One Croat Member (representing the Federation of BiH)
  • •One Serb Member (representing Republika Srpska)

Powers

  • •Conducting the foreign policy of Bosnia and Herzegovina.
  • •Appointing ambassadors and other international representatives.
  • •Proposing the annual budget of the state institutions to the Parliamentary Assembly, on recommendation of the Council of Ministers.
  • •Representing Bosnia and Herzegovina in international organizations.

How members are chosen

Direct election for a 4-year term. Voters in FBiH elect the Bosniak and Croat members, while voters in RS elect the Serb member.

Veto and blocking mechanics
Entity vital interest (Constitution, Article V(2)(d)): a dissenting member may declare a Presidency decision destructive of a vital interest of the entity from whose territory they were elected. Within three days the decision is referred to the National Assembly of Republika Srpska (for the Serb member), to the Bosniak delegates of the Federation House of Peoples (for the Bosniak member) or to its Croat delegates (for the Croat member). If a two-thirds vote of that body confirms the declaration within ten days, the decision does not take effect.
