The lower chamber of the bicameral Parliamentary Assembly of Bosnia and Herzegovina, representing the general populace allocated by territorial entities.

Powers
- •Enacting legislation at the state level (as authorized by the constitution).
- •Deciding upon the state budget proposed by the Presidency.
- •Approving the appointment of the Chairman and members of the Council of Ministers.
- •Ratifying treaties and international agreements.
How members are chosen
Elected via proportional representation under an open-list system for 4-year terms.
Veto and blocking mechanics
Decisions pass by a majority of members present and voting, and that majority should include at least one-third of the members from each entity (Article IV(3)(d)). If it does not, the Chair and Deputy Chairs have three days to find a majority that does. Failing that, the decision still passes unless two-thirds of the members from one entity vote against it: that dissent, not the one-third rule, is the operative entity veto (19 of 28 Federation members or 10 of 14 Republika Srpska members).
