Federation of Bosnia and Herzegovina

One of the two highly autonomous constitutional entities of Bosnia and Herzegovina. It is a federal entity populated primarily by Bosniaks and Croats.

Composition

  • •Headed by an Entity President and two Vice-Presidents

  • •Bicameral Parliament: House of Representatives (98 seats) and House of Peoples (80 seats)
  • •Subdivided into 10 autonomous Cantons

Powers

  • •Broad residual powers not explicitly allocated to the state level under the Dayton Constitution.
  • •Full authority over healthcare, education, local police forces, cantonal budgets, and environmental regulation (mostly decentralized to the cantons).

How members are chosen

Direct general elections for FBiH House of Representatives and President, indirect for FBiH House of Peoples and cantonal delegates.

Veto and blocking mechanics
Dual-chamber ethnic quotas and caucuses to protect interests of constituent groups (Bosniaks, Croats, and Serbs).
