Canton 10

The largest canton by area and the most sparsely populated, in western Bosnia along the Croatian border, with a Croat majority. Its name is contested: the cantonal government's own label, Hercegbosanska županija (Herzeg-Bosnian Canton), was ruled unconstitutional by the Federation Constitutional Court in 1997 and 1998, while Livanjski or Zapadnobosanski (Livno or West Bosnian) are common in Bosniak usage. The neutral official label is Canton 10.

What a canton governs
Under the Federation constitution the cantons hold police, education, culture, housing, public services, local land use, tourism and cantonal budgets. This is why school curricula, police uniforms and hospital funding differ from canton to canton, and why the Federation has thirteen governments in total.
